OpenDoc and Access Policies and Procedures both give UK care providers expert-written policies, staff access on mobile and AI that answers questions. They differ in how AI arrived, who you can see writing the policies, how staff reading is tracked, which UK nations are covered and how you pay.
Access Policies and Procedures is part of The Access Group’s care software range, alongside care planning, rostering, medication management and learning. It describes itself as “now AI enabled”: staff can get instant answers, translate documents and dictate requests, and its AI layer, Access Evo, drafts recommended policy amendments when CQC guidance changes. It covers services regulated by the CQC, Care Inspectorate Wales and the Care Inspectorate in Scotland.
OpenDoc was built from 2025 with AI at its core. Staff ask questions in plain English, or out loud in 51 languages, and get answers from their own service’s policies. Every policy shows its named author and is signed off by at least three experts. It covers all four UK nations, has a free plan, and costs £70 + VAT a month per service with unlimited users and no long-term contract.

Access added AI to an established policies product. Staff can get instant answers, translate documents into multiple languages and dictate requests. Access Evo, The Access Group’s AI layer across its care products, detects changes to CQC guidance, drafts recommended amendments to a service’s policies and flags them for a manager to review. The Access Group holds ISO 42001 accreditation for responsible AI governance. Access describes itself as the only software provider offering AI-enabled policies and procedures. QCS and OpenDoc also offer AI assistants.
OpenDoc was designed around AI from the start. Staff ask a question in plain English, or out loud in any of 51 languages, and hear or read an answer from their own service’s policies. One click rewrites an uploaded policy into a consistent template. Unlimited AI use is included in the Organisation plan, so a service does not pay more as its staff ask more questions.
Access asks staff to confirm they have read and understood each policy with one click. Managers see who has confirmed and what is outstanding, in the web platform and the mobile app.
OpenDoc looks at what staff actually do. It shows which policies and sections staff have viewed and what they ask about most. That gives a manager evidence of engagement for an inspector, and shows where staff may be unsure, such as a procedure that prompts the same question again and again, so the service can act on it.
Access says its policies are written by an expert team with over 200 years of combined experience in the sector. The names of individual authors were not published on the pages checked.
In OpenDoc, every policy shows the named expert who wrote it, each expert has a public profile, and at least three experts sign off each policy before it is published. Care providers also donate policies they already use in their own services. In September 2026, PossAbilities, a social enterprise rated Outstanding by the CQC that supports 1,070 people, gave its full library, valued at an estimated £200,000. Donated policies go through the same three-expert sign-off.
