When OpenDoc was just an idea, something new, untested and unknown, care experts chose to step forward.
They gave their time, expertise and experience freely, not because they had to, but because they believed care deserved something better.
Faced with a shared challenge, they chose collaboration over competition, turning individual goodwill into collective action.
What we’re building together is bigger than a library of policies. We’re creating a legacy of shared knowledge, generosity and progress that will help shape the future of social care for generations to come.

The Founding Council comprises the first 31 people entrusted with setting the standards for OpenDoc. They determine three things that matter most:
Who can join as an expert?
What evidence is good enough to publish?
How are policies credentialed and reviewed?
This was formalised on 28 October 2026 at an event hosted in the House of Commons.
Health Connect built the platform. The Founding Council sets the standards it answers to. Every member is named, and every decision is recorded and made public.

No more panic-buying policies.
